Meet and Confer discussed at City Council Work Session |
November 17th, 2008 -
Assistant City Manager Rick Chaffin and HR director Tadd Phillips discussed Meet
and Confer with City Council. Both the MPA and the MFFA were represented at the work
session in favor
of the process.
Meet and Confer, adopted into law in Texas in
2005, establishes a process for public employers and police and fire
associations to meet and discuss issues such as wages, work hours, and terms and conditions of
employment. The Meet and Confer process is
initiated when the association presents a petition to the City, requesting recognition
as the sole and exclusive bargaining agent for all the police officers employed
by the municipality, excluding the chief and excluding exempt employees.
Meet and Confer will recognize the MPA as the exclusive bargaining
agent for all McKinney Police officers covered under the law, provide for an
employee bargaining committee, require open and public deliberations relating to
meet and confer agreements, and
prohibit strikes or organized work actions.
While a Meet and Confer agreement is in effect, a public
employer may not accept a
petition, with regard to the police officers of the municipality requesting an
election to adopt municipal civil service under Chapter 143.
See
Texas Local Government
Code Chapter 142.053 though 142.1605, for further information.

MPA pushes for police pay increase |
April 4th, 2006 - City
Council approves pay plan.
MPA
proposed a much needed pay increase for the Police Department, to City
Council Members in January 2006. In February, City Hall submitted
their draft for a new pay plan. Together Police and Fire and HR revised and
agreed upon a new proposed pay plan. Council voted to approve the new pay
plan on April 4th, 2006. This pay plan benefits sworn police and
firefighters and effectively moves McKinney police officer's starting pay up from 12th to 3rd among the benchmark cities.
The McKinney Police Association would like to thank the McKinney City Council
for listening to the concerns and needs of their public safety personnel and
quickly responding. |
